OBVERSE
Description. On a Gold metal and enamel device 1 3/4 inches (4.45 cm) in height and 1 5/8 inches (4.13cm) in diameter, Within a circular, Gold metal and enamel device formed by four lightning flashes embowed end to end and bracketed with a pair of plate contacts top and bottom, a square of garnet with scalloped gold edges tipped on a point and surmounted by and eagle displayed gold supporting the arms of the United States (paly of 13 Argent and Gules, a chief celeste).

Symbolism. The American bald eagle displayed supporting a shield is an honored national symbol and here stylized after the eagle used on the National Security Agency emblem. The lightning flashes represents courage and bravery in connection with the mission of the National Security Agency while exhibiting dignity and honor hence valor. Lightening also characterizes communicationand the flashes together combine the inner shape that forms a reminiscent image of a ratchet wheel found on enigma machines.

Ribbon. The ribbon is Garnet, Bluebird, White, and Ultramarine Blue. Garnet represents sacrifice. Bluebird is representative of DoD. Ultramarine blue symbolizes courage and loyalty. White symbolizes honor and integrity in which the mission is accomplished.

REVERSE
Description. Between two round plate contacts at the top and bottom, four lightning bolt flashes surrounding a (scalloped edged square tipped on point filled with garnet enamel) Arching within the words NATIONAL SECRURITY AGENCY then centered within, the words COURAGE, HONOR, SACRIFICE and below FOR, VALOR all in gold metal letters.
